Fraud Charges Dropped in D-Day Memorial Case

Federal prosecutors in Roanoke dropped their fraud case against the former head of the National D-Day Memorial, a day after a second jury failed to reach a verdict.
Prosecutors had contended that Richard B. Burrow, 57, lied to state officials, banks and his own board of directors in an aggressive ploy to raise money for the $25-million monument, dedicated in Bedford in 2001.
Burrow’s first trial ended in a hung jury in 2002. A judge declared another mistrial Wednesday after two days of deliberations ended with the jury hopelessly deadlocked.
