Consumer-Protection Bill Killed by State Panel

A state Assembly committee killed a Senate bill that would have ensured basic consumer protections for California telephone and cellphone customers.
The Democrat-sponsored measure, designed to reinstate many of the safeguards that the state Public Utilities Commission had shelved in January, was voted down 4-3, with three Democrats abstaining.
