Okinawa Financial Group (OFG) was established in 2021, but its mission was forged decades earlier. Its core company, Okinawa Bank, was founded in 1956 during the prefecture’s postwar rebuilding, when local business leaders came together to create a financial institution capable of supporting economic development. From the outset, its philosophy was clear: to be deeply rooted in the community and contribute to its progress. “That idea has never changed,” said President Masayasu Yamashiro. “We exist to support the local economy, and we work closely with local communities so that we can contribute to their development.”

Today, OFG operates as a publicly listed holding company, uniting banking, securities, leasing, and systems businesses into a single platform. The structure combines continuity with evolution—retaining its community-first ethos while enabling faster decision-making and stronger capital efficiency. “Without local development, we cannot develop as a group either,” Yamashiro said.

Ambition Beyond the Past

OFG’s growth trajectory is defined by its Moonshot Goal, introduced in 2022 to break from incremental thinking. At the time, management set ambitious targets to significantly increase income and double net profit within five years. “The keyword of the Moonshot Plan is not to be an extension of the past,” Yamashiro said. “We wanted to dream something greater.”

Execution has outpaced expectations. OFG now projects reaching its original targets a year ahead of schedule and has already revised them upward, reflecting strong gains in profitability and capital efficiency. “Our Moonshot Plan is really succeeding,” Yamashiro said. “We are overwhelmingly increasing our achievements compared to the past.”

Yamashiro draws inspiration from Shohei Ohtani’s dual-role success. “His ability to challenge what was once thought impossible reflects what we are trying to achieve,” he said.

Co-Creating Growth

Central to OFG’s strategy is its “Co-Creating Growth” model, which links its performance directly to the success of the regional economy. By supporting businesses through consulting and advisory services, OFG helps improve corporate performance, raise incomes, and stimulate investment—creating a feedback loop that strengthens both the local economy and the group itself. “We operate with the conviction that regional growth feeds back into our own growth,” Yamashiro said.

This long-term approach prioritizes ecosystem development over short-term gains, positioning OFG as a partner in sustainable regional expansion.

Technology and Advisory Strength

OFG’s competitive edge is reinforced by its technological capabilities. Unlike many regional banks, Okinawa Bank develops and operates its own core systems, enabling faster innovation and greater cost control. “We build and operate our own solutions,” Yamashiro said. “This gives us flexibility and strength.”

Digital transformation has improved efficiency, allowing revenue growth without increasing headcount, while AI integration is expanding advisory capabilities. At the same time, OFG has developed strong expertise in business succession and M&A—critical in a region where many companies face leadership transitions. “If local companies cannot continue, the regional economy cannot continue,” Yamashiro said.

Gateway to Growth

OFG’s long-term opportunity is closely tied to Okinawa’s transformation under the Gateway 2050 initiative, which aims to more than double the region’s economic output by 2050. “Okinawa is the gateway to Asia within Japan,” Yamashiro said. “From here, the market opens to billions of people.”

With tourism reaching record levels and infrastructure development accelerating, Okinawa is emerging as a strategic hub connecting Japan to the broader Asia-Pacific region.

Positioned for the Future

As Japan moves into a higher interest-rate environment, regional banks are benefiting from improved margins and increased demand for advisory services. “The widening of the deposit-loan spread is dramatically boosting profits,” Yamashiro said.

For investors, OFG represents a rare combination of local strength and global relevance—anchored in community, driven by ambition, and aligned with one of Japan’s most compelling regional growth stories. “The ‘O’ stands for Okinawa,” Yamashiro said. “We want people to think of Okinawa when they think of OFG.”
