The county Roads Department has budgeted funds to extend the beachfront bicycle path from the Santa Monica Pier to the northern border of the city. The path is the final link in the Torrance-to-Malibu bikeway. A hearing on where to place the path is set for 10 a.m. Saturday at the Waves Cafe, Sand and Sea Club, 445 Pacific Coast Highway.
