Wrong-Way Freeway Drivers

I weep over the senseless deaths caused by wrong-way drivers on our freeways. Several times I have suggested we install those one-way teeth at each on-off ramp. The Highway Patrol told me that they sometimes need to access an off ramp. I said, “Great, carry a plank in the trunk and use it to cross the teeth.” Nothing has happened.
The solution seems simple to me.
