Fixed-Rate Mortgages Dip: Fixed-rate mortgages averaged 9.9% this week, down from 9.93% last week, according to a national survey by the Federal Home Loan Mortgage Corp. It was the lowest since rates dipped to 9.84% during the week ending Aug. 3. On one-year, adjustable-rate mortgages, lenders were asking an average initial rate of 8.08%, the same as last week. The rates do not include add-on fees, known as points.
