Oil Producers, Consumers Clash: Delegates from 22 oil-producing and oil-consuming nations ended a two-day meeting in Solstrand, Norway, with little sign of progress toward breaking down long-running animosities over energy policies. But officials from countries ranging from OPEC members to industrial states such as the United States and Britain said the informal talks had merely aimed at letting all sides air their divergent views and ideas for cooperation. Producers concentrated most criticism on plans by industrial states, especially the European Community, to impose new environmental taxes on oil. They said these would disrupt their economies.
